  • Served as Assistant Executive Director for Engineering Operations (2001-2007), and was instrumental in empowering local and regional leaders to solve transportation problems and encouraging non-traditional financing options for transportation projects.
  • Joining TxDOT in 1978, he progressed through various positions in the Pharr District, culminating in his appointment as District Engineer, representing an eight-county region.
