Presentation Title: Rural and Small Urban Perspectives on Mileage Based User Fees
Presentation Summary: The presentation will describe a research effort undertaken by the Texas Transportation Institute, in partnership with the North East Texas Regional Mobility Authority (NETRMA), to establish a framework for a future mileage based user fee system that will address public and political concerns in rural and small urban communities.
Bio/Expertise Highlights: John Cloutier is the co-chair of the Public Outreach Committee for the NETRMA and has served in that capacity since August of 2006. Mr. Cloutier is also the Legislative Affairs/Transportation Chair for the Henderson Chamber of Commerce. As such, Mr. Cloutier can provide valuable insight into the various transportation issues facing the North East Texas region and can provide a unique perspective on rural public opinion. Furthermore, Mr. Cloutier is experienced at seeking and obtaining funding from non-traditional sources and can speak to the need for alternate funding mechanisms, such as mileage based user fees, for meeting long range transportation needs.

Presentation Summary: How local toll agencies are meeting the difficult challenges of financing projects in a changing environment.
Bio/Expertise Highlights: As CTRMA's Executive Director, my role is to coordinate and implement transportation projects approved by the local Metropolitan Planning Organization Board. Working in collaboration with TxDOT, several projects are underway - either soon to be let for construction or are in the environmental process.

Presentation Title: Oregon's VMT Fee System: An Alternative Platform for Road Charges
Presentation Summary: Presentation of Oregon's VMT system, results of the pilot project and discussion of steps necessary for state or national implementation.
Bio/Expertise Highlights: James Whitty led the development of Oregon's Mileage Fee Concept and the Road User Fee Pilot Program and is a national expert on the topic of mileage-based road use charging.
