TTI Council Member: Kris Heckmann

Kris Heckmann is Governor Rick Perry's Transportation Policy Director. Kris was raised in Dallas and attended Texas A&M University, graduating in 1993 with a Bachelor of Science degree in Political Science. He continued his studies at the Thurgood Marshall School of Law at Texas Southern University where he graduated with a Juris Doctor degree in 1996.

After law school, Kris spent the 75th Texas Legislative Session working for the Texas House of Representatives. He then spent two years as a Policy Analyst and Deputy General Counsel for the Texas Sunset Advisory Commission. In the summer of 1999, Kris returned to Dallas to work as a public policy consultant and attorney for a private public policy consulting firm.

Kris joined Governor Rick Perry in June of 2001. Since then Kris has assisted Governor Perry and legislative leaders in passing the most sweeping transportation legislation in the history of Texas. Among the legislative and policy changes Kris has helped create are four state constitutional amendments - Texas Mobility Fund, toll equity, colonia access road bonds, state highway fund bonds, and the rail relocation fund; numerous statutory creations including regional mobility authorities, comprehensive development agreements, state rail authority, and pass through financing; several administrative programs such as the Metropolitan Mobility Plan and the safety bond program; and finally the Trans Texas Corridor.

Kris also worked extensively on federal transportation reauthorization for Governor Perry resulting in an increased rate of return for Texas and the most flexible federal legislation in history.

Kris and his wife Mary live in Austin and are active in their local Methodist Church.
