Implementation planning for seat belts on school buses

In response to a request by the Texas Legislature, TTI developed a plan for Texas to implement a program to install safety belts on school buses. The plan took into consideration the safety benefits of belts on buses and how best to prioritize actions and resources to maximize those benefits. Operational factors were also taken into consideration. To develop this plan, TTI studied the results of national and state crash analyses, recommendations of leading safety agencies such as the National Highway Traffic Safety Administration (NHTSA) and others, determined implementation costs, reviewed state of the practice in Texas and elsewhere for operational recommendations, and gathered data from stakeholders regarding issues related to implementation. Study findings will provide valuable insight to state leaders as they consider the future of public policy related to school bus safety.
