Measuring effectiveness of red light cameras

CTS staff provided TxDOT with a comprehensive analysis of crash frequency at signal controlled intersections monitored with automated traffic enforcement systems, also referred to as red light cameras. A detailed assessment of more than 15,000 individual crash records sought to determine whether or not the automated traffic enforcement systems reduced crash frequency and severity at monitored intersections. Based upon the date of system installation and activation, one, two and three year data sets on each side of the system activation date were analyzed in a before and after study. Crash types of right angle, rear end and other were evaluated to determine decrease, increase or static change at the system monitored intersections. Findings from the study suggest that red light cameras are effective in reducing crashes at intersections where they are used, and on different types of roadways, as well.
