This study provided a framework, called the “Traffic Thermostat,” in which operating decisions for priced facilities can be made and can guide the changes in operational strategies for a facility over time. TTI led the development of guidance for identification, selection, and communication of performance measures and targets and creation of outreach products. A subsequent project is underway to test application of the framework on the I-30 Managed HOV Corridor in the Dallas-Ft. Worth region.
