Mileage-Based User Fees

Mileage-based fees are viewed by many in the transportation industry as the preferred long term solution to chronic federal and state transportation funding shortfalls. As they are a relatively recent innovation, there are numerous unanswered questions as to how such systems might be implemented.

TTI researchers have examined mileage fee technology and policy related issues for several research sponsors since 2006, including activities such as:

  • Conducting public acceptance research on the mileage-fee concept and various technology configurations,
  • Developing mileage fee implementation models and administrative frameworks,
  • Conducting technology and institutional assessments,
  • Evaluating distance-based insurance to understand driver behavior for potential pay-by-the-mile applications,
  • Developing mileage fee concepts of operation.
