Mr. Bochner serves as Manager of TTI's Systems Planning program. He has over 35 years experience in transportation planning and engineering. Mr. Bochner has been involved in air quality since the Houston area's first transportation air quality planning in early 1980's, preparing transportation control measures analysis for the Houston-Galveston Area Council. Mr. Bochner is currently leading a joint Texas Department of Transportation (TxDOT) Texas Commission on Environmental Quality (TCEQ) transportation air quality policy analysis aimed at assisting those agencies to evaluate possible transportation-related policies that would help to improve air quality in Texas. He is also leading a joint TxDOT/TCEQ statewide transportation-air quality public education and outreach program titled "Drive Clean Across Texas" to gain more support for taking actions to reduce mobile source emissions.
Mr. Bochner has also served as research supervisor for land use-transportation research projects to introduce smart growth to the Texas Department of Transportation so it could support and respond to local smart growth initiatives. Mr. Bochner chaired the Institute of Transportation Engineers' committee that developed smart growth transportation guidelines, an ITE recommended practice. He also led the development of a FHWA guide for context sensitive design of major urban thoroughfares to make urban street design more responsive to local land use considerations. He has served as project manager for the development of the Federal Highway Administration/Environmental Protection Agency (FHWA/EPA) sponsored "Context Sensitive Solutions in Designing Major Thoroughfares for Walkable Communities" which serves as a guide to be used in conjunction with the American Association of State Highway and Transportation Officials (AASHTO) green book in the design of urban street improvements.
Mr. Bochner is currently leading a National Cooperative Highway Research Program (NCHRP) project to develop improved procedures for estimating internal trip capture for mixed-use developments. He is also leading a project to determine impacts of major distribution centers on highways. Other recent projects include a traffic management center for the Texas Medical Center; guidelines on partnering between state DOTs and local entities; and innovative financing, and a national trip generation study.
Mr. Bochner has developed guidelines and procedure manuals for a variety of transportation applications, including traffic operations and safety monitoring and evaluation programs, development of urban street and highway systems, trip generation for traffic impact studies, access management, transportation planning activities for urbanized areas, and transit terminal management.
Mr. Bochner has also led a project for the Texas Department of Transportation (TxDOT) to promote local partnering in transportation projects and recently completed a project that examined ways for TxDOT to expand its funding, including tolling and other user funding methods, to meet the departments' entire desired transportation program.
