Dr. Mounce is currently Director and Senior Research Engineer for the Center for Transportation Safety (CTS) at the Texas Transportation Institute (TTI) of the Texas A&M University System, where he supervises and conducts transportation safety research. He has over 35 years experience as an engineer, researcher, and educator focusing on highway design, operations, safety and human factors. He received his B.S., M.E., and Ph.D. degrees in Civil Engineering from Texas A&M University. He has conducted sponsored research for the Texas Department of Transportation (TxDOT), Montana Department of Transportation (MDT), Federal Highway Administration (FHWA), National Highway Traffic Safety Administration (NHTSA), and U.S. Department of Transportation. He is a registered professional engineer in the States of Texas and Montana.
Dr. Mounce was previously with TTI from 1974 to 1993 serving in various capacities in four different divisions. From 1994 to 2002, he held the positions of Associate Professor with the Civil Engineering Department of Montana State University and Deputy Director of the Western Transportation Institute. While in Montana he developed and taught graduate courses in Safety Management, Human Factors, Advanced Traffic Management, and Intelligent Transportation Systems. He also developed for the Montana Department of Transportation seminar courses in Safety Management and Risk Management for Roadway Tort Liability. He was also Project Director for the Safe Passage project which was a five-year, $1.5 million dollar rural ITS evaluation project sponsored by the U.S. Department of Transportation, Research and Special Programs Administration.
Since returning to TTI in 2002, Dr. Mounce has been Principal Investigator on projects sponsored by the Texas Department of Transportation entitled Feasibility of Safety Improvement Index Methodology for Assessment of Safe Routes to School Projects, Pavement Surface Elevation Changes in Highway Construction Work Zones as Contributing Factor to Motorcycle Crashes, Validation of HES Accident Reduction Factors for Safety Improvement Index Calculation, and Assessment of Safety Engineering Countermeasures and Potential Impact on Crash Fatalities for Texas Roadways. Over his career, he has authored or co-authored approximately 100 published reports or papers and taught a dozen different undergraduate and graduate college courses. In the past, he has been a lead instructor for FHWA sponsored nationally taught courses on barriers, roadside safety, and safety design and operational practices for streets and highways. He has been a lead instructor for courses taught statewide by the Texas Engineering Extension Service on safety design, work zone safety, risk management, and traffic operations.
