Gerald Ullman is a senior research engineer and manager of the Work Zone and Dynamic Message Sign program of the Texas Transportation Institute at Texas A&M University. He received his B.S. and M.S. degrees in civil engineering from the University of Nebraska, and a Ph.D. in civil engineering from Texas A&M University.
Since joining TTI full time in 1985, Dr. Ullman has been a principal investigator or key researcher on over 50 different research studies involving a wide range of topics, including:
Work zone safety and operations,
Transportation management for incidents and major emergencies,
Freeway operations and management,
Dynamic message sign message design and applications, and
Transportation management analysis of major freeway reconstruction projects.
This research has been sponsored by a variety of agencies including the state Departments of Transportation for Texas, New Jersey, Florida, and California; the Federal Highway Administration (FHWA); the Transportation Research Board (TRB); and the city of Dallas, Texas. He has published well over 100 refereed journal articles and technical reports, and has made over 50 invited presentations to audiences in the U.S., Canada, and China.
Since 1997, Dr. Ullman has also led a team of TTI researchers in designing and operating the National Work Zone Safety Information Clearinghouse. The Clearinghouse is a partnership between FHWA and the American Road and Transportation Builders Association (ARTBA), with TTI as the operating subcontractor. The Clearinghouse has received numerous national awards and is considered by many to be the premiere resource available anywhere for work zone safety-related information.
In 1994, Dr. Ullman received the Fred Burgraff award from TRB for a paper of outstanding merit regarding freeway lane control signals. He is the University Representative for TRB at Texas A&M University, and is chairman of the TRB technical committee on work zone traffic control (AHB55). He is also a member of ITE, and co-authored the traffic regulation and control chapter for the 1999 ITE Traffic Engineering Handbook. He has served on several proposal review panels for the National Institute of Occupational Safety and Health (NIOSH), and is currently on the project review panel for the NCHRP Synthesis on Moving Lane Closures. Dr. Ullman is a registered professional engineer in the state of Texas.
