Short Biography

Mr. Jeffery Warner is an Associate Transportation Researcher with the Multimodal Freight Transportation Programs of the Texas A&M Transportation Institute (TTI). At TTI, Mr. Warner's participation in research involves a variety of freight and passenger railroad, air cargo, freight operation and policy, highway-rail grade crossing, geographic information system, pipeline, hazardous materials, and intermodal-related projects. While at TTI, he has led efforts that evaluated the short line railroads in Texas; examined the movement of hazardous materials through Texas urban centers; review the air cargo activities in Texas; and presented educational material related to highway-rail grade crossing safety to judicial and law enforcement personnel located along major Texas rail corridors. Current research projects include the development of a process that will utilize an array of criteria and performance measures to prioritize freight and passenger rail projects; a project that will evaluate the cost effectiveness of a cross-border automated freight system for the Texas-Mexico border region; a project to examine the utility and effectiveness intercity bus services; and a project that will update Texas' statewide highway-rail grade crossing priority index. He participated on serveral recently completed projects for TxDOT, including a project to determine the Freight access needs at the air cargo facilities in the state; a project that examined the abandoned rail lines in the state; and a project that examined the potential implementation of the intercity passenger bus or rail systems throughout Texas. Mr. Warner has also participated as a research team member in three Transportation Research Board (TRB)-sponsored projects. For HMCRP 01, the research team developed an updated guidebook for local emergency planners to conduct hazardous materials commodity flow studies for their areas. NCFRP 11 involved the analysis of the freight demand factors most likely to affect future freight conditions. Finally, the focus for NCFRP 12 was to develop the specifications for the content and structure of a freight data architecture. Mr. Warner has over ten years experience performing spatial analyses utilizing GIS, many of which evaluated the relationship between freight transportation modes. In addition, he has experience working with and analyzing large transportation-related databases, including the Surface Transportation Board Railroad Waybill Sample, the Federal Highway Administration Freight Analysis Framework, and the Federal Aviation Adminsitration Air Carrier Statistics.

Mr. Warner received his Bachelor of Science and Master of Engineering degrees in Civil Engineering from Texas A&M University in 1997 and 2001, respectively, with a focus on Transportation Engineering.
