Short Biography

Joan Hudson joined TTI in 2001 to assist the Capital Area Metropolitan Planning Organization (CAMPO) with their Congestion Management Program (CMP) program. As part of this work, she conducted an investigation of other CMP programs and used that information to recommend an improved CMP process. Based on this work, she provided technical expertise regarding their project selection process. As part of her continuing work for CAMPO, Ms. Hudson completes an annual freeway conditions and trends report summarizing data collected using ITS equipment.

With funding from the TTI Center for Transportation Safety, Ms. Hudson has worked on several safety-related projects. She compared residential speed limits to fatal crash rates in the U.S. and conducted an in-depth evaluation on the use of photo speed enforcement in reduced speed school zones. She continues to be involved in safety-related projects by assisting the Austin District of the Texas Department of Transportation (TxDOT) with crash analyses.

In the past several years, Ms. Hudson has expanded her work to include bicyclist and pedestrian safety research for TxDOT, CAMPO and the City of Austin. She evaluated existing conditions and recommended measures to improve bicyclist safety when crossing entrance and exit ramps on high speed facilities. An extension of this project included research of a well traveled 40-mile bicycle loop on state roadways in western Travis County. As the leader of the North Lamar Pedestrian Safety Team, she guided a team of stakeholders through a pedestrian safety study on the major arterial which included extensive data collection, analyses, and presentation of results leading to a final report and recommendations for improving the uncontrolled crossing safety. Currently, Ms. Hudson is leading a CAMPO project involving the development of a sketch planning model for pedestrian and bicyclist demand as well as a monitoring program to collect data on these non-motorized users.

Prior to her employment with TTI, Ms Hudson worked for the City of Austin's Department of Public Works and Transportation. Among other things, Ms. Hudson conducted traffic safety studies on high-accident intersections, performed Transportation Systems Management studies, and investigated intersections for all-way stop and traffic signal installation. In 1994, she added management of the City's Speed Hump Program to her duties. The Speed Hump Program was expanded to the Neighborhood Traffic Calming Program in 1998 which she supervised. She also managed the Child Safety Program, the Bicycle Program and the Data Collection Section for her department.

Ms. Hudson is a 1989 Texas A&M University graduate with a B.S. in Civil Engineering. She completed her M.S. in Civil Engineering at The University of Texas at Austin in 2008.
