Short Biography
Bill Frawley is a Research Scientist in the Urban Analysis Program, located in the Arlington office. He has been involved in transportation and land use planning since 1990.After earning a Master of Urban Planning degree, he began his professional career with the Charlotte County, Florida Planning Department. Mr. Frawley gained in-depth zoning, comprehensive planning and growth management experience as Chief Planner. In 1992 Mr. Frawley was assigned the task of coordinating the establishment of the Charlotte County-Punta Gorda Metropolitan Planning Organization (MPO) and became its first director.
In 1993 Mr. Frawley joined the TTI staff and has worked primarily on projects for the Texas Department of Transportation (TxDOT). Mr. Frawley has been a principal investigator or task leader on several research and interagency projects involving access management, traffic data collection issues, MPO processes, congestion mitigation techniques, and STIP development.
Mr. Frawley co-led the development of an access management guidebook that TxDOT used to create a draft access management manual. He also developed a new method for randomly selecting traffic count sites used to estimate local street vehicle miles traveled that TxDOT is incorporating into its traffic data collection process.
