Short Biography
Mr. Le is a software applications developer at the TTI San Antonio Office. He has been affiliated with TTI since 2005. He received a Bachelor of Science degree in Computer Science from Weber State University in Ogden, Utah, with an emphasis on software application development. He is currently working on a Master of Science degree in Computer Science at the University of Texas at San Antonio.Mr. Le's major fields of interests are database design, database programming, web applications development, and GIS. Mr. Le has considerable experience in the development of standalone as well as web-based applications. He is quite knowledgeable in the use of a variety of tools such as ASP, ASP.NET, dynamic programming, dynamic HTML, as well as data modeling and database design, implementation, and maintenance.
Currently, Mr. Le is working on Utility Installation Review (UIR) system, a web-based application that enables utility companies to submit utility permits online. As part of this project, the team is upgrading the website to implement the new form 1082, enabling TxDOT officials to better manage users and permits. The new upgrading also implements the modified permitting process at TxDOT.
Recently, Mr. Le has served on a research project that analyzes the routes of the historically permitted OS/OW loads. The team has developed the criteria for assigning current and projected OS/OW groups to future network, identified strategic infrastructure improvements to accommodate such loads, and developed the optimal routes for priority load groups between the most common origins and destinations. As part of the project, Mr. Le has developed custom code to clean and process several million records of oversize/overweight (OS/OW) permit data provided by TxDOT, which will result in a statewide map that identifies primary and alternate OS/OW route networks for the most common origins and destinations.
In the past, Mr. Le co-developed a short-term BMIS architecture with a proof-of-concept prototype, which links bridge-related data sources at TxDOT. The prototype enables the production of queries and reports needed for a variety of analytical purposes. In addition, Mr. Le served on the research team for the development of a data architecture and prototype utility conflict data management system to accommodate work and data flows between utility coordination stakeholders in Texas. The prototype combines an ArcGIS Server mapping component with an Oracle database management system using the Microsoft .NET technology framework and is designed to facilitate the management and tracking of utility conflict data and associated documentation, such as utility agreements.
Mr. Le co-developed the Utility Installation Review (UIR) system, a web-based application that enables utility companies to submit utility permits online, including supporting documentation such as design and construction drawings. The system also includes an online GIS-based interface that enables users to locate and query proposed installation requests using an interactive map.
