Short Biography
Dr. Li is an Assistant Research Scientist in the TTI San Antonio office. Through years of cutting-edge research in transportation engineering, Dr. Li has developed expertise spanning several strategic areas affecting the nation's transportation system. Dr. Li's research portfolio boasts projects funded through federal (e.g., NCFRP and USDOT), state (e.g., Texas DOT and Kansas DOT), and local government agencies. The major areas of Dr. Li's research interests are:Traffic operations and safety. Many of Dr. Li's projects are in such topics as effectiveness of traffic control measures, corridor operational analysis, freight operations, work zone safety, and mobility analysis. In addition to a well-developed understanding of the processes and practices pertaining to these topics, Dr. Li also possesses proficient skills that are critical for research in this area, such as statistics, GIS, and simulation.
Transportation asset management. Dr. Li has done tremendous research dealing with more systematic information systems and strategies for preserving and enhancing the values of transportation assets such as pavements, bridges, and right of way properties and to support better cross-asset decision making at state transportation agencies.
Energy-related impacts on transportation. Energy developments in the nations have caused significant impact on the local transportation systems. Dr. Li's research experience in this area includes the investigation, quantification, and mitigation of energy-related impacts on infrastructure, operations, safety, and right of way.
GIS in transportation. Dr. Li is a go-to person for transportation projects involving complex GIS analysis and mapping. His work in this area includes the mapping and analysis of oversize/overweight truck routes, the development of geodatabases to understand energy-related impacts, and spatial data integration to enable more realistic mobility measurement.
Project development process, right of way, and utilities. Dr. Li's experience in this area includes mapping and improvement of the overall project development and delivery process at state DOTs; streamlining of the utility process to reduce utility-related project delays; development of better strategies to improve utility-related coordination; and the detection, analysis, and management of utility facilities and conflicts.
Training and technology transfer. In connection with his research projects, Dr. Li has conducted many trainings and workshops involving audience from a large variety of transportation agencies and the private industries for information dissemination and to improve transportation-related practices.
Dr. Li's educational background includes a Ph.D. degree from the University of Kansas (2007) and an M.A.Sc. degree from the Ryerson University (2003) in civil engineering. Over the years, Dr. Li has published a book on safety and numerous journal papers, conference proceedings, and research reports. Dr. Li has also been actively participating in and contributing to professional organizations and communities. For example, he is currently a member of ASCE and its safety committee, a friend of several TRB committees, and a technical committee member for an international conference. Dr. Li has served as a peer reviewer for several prestigious journals around the world.
