Short Biography
Current Responsibilities
Mr. Trotter began his position as a Senior Research Scientist with TTI's Economics, Trade and Logistics Program in College Station, in 2009. He is currently working on a number of research projects dealing with the US Department of Homeland Security and Customs and Border Protection. These projects focus on technology acquisition, passenger and cargo processing and cross border throughput at Ports of Entry. He serves in an advisory role to TTI's leadership concerning Southern Border Law Enforcement and Trade policies and procedures.
Professional Experience
He has 34 years of Federal Law Enforcement experience. Mr. Trotter's federal law enforcement career includes 19 years as a Senior Executive. He served in Headquarters Washington, DC, as the Assistant Commissioner in the Office of Field Operations, which is the largest law enforcement office in the Service. He also served as the Assistant Commissioner, Office of Strategic Trade, where he implemented national trade and regulatory policy for the Agency. He retired in 2006 as the Director of Field Operations in Houston, TX.
Relevant Projects
Mr. Trotter recently completed work on two Department of Homeland Security Border projects for TTI. His work on the development of the Universal Freight Shuttle and El Paso Secure Border Travel projects is ongoing. In addition to his TTI work, Mr. Trotter teaches Customs and Border Patrol Supervisors Leadership and Management for DHS/CBP.
Mr. Trotter was appointed by former Treasury Secretary Lloyd Bensen, to administer a $10 million grant, through the Mays Business School to TAMU, during the implementation of NAFTA. He assisted the George Bush School in building graduate courses in Homeland Security, Post 9-11.
Previous Experience
Prior to joining TTI he was a career federal law enforcement executive. After his retirement from Customs Border Protection, he worked as a consultant for SW Border Infrastructure and Security.
