Development of a Texas Strategic Plan for Commerical Vehicle Operations

Project Description

Research Project 0-1767 was a one-year study conducted for the Texas Department of Transportation to develop a statewide strategic plan for commercial vehicle operations (CVO). Some of the items investigated in this research project were: background and requirements of the Commercial Vehicle Information Systems and Networks (CVISN) initiative; an investigation of the trucking activity in Texas in terms of fleet characteristics, the distribution of trucking activity, and commodity movements; an overview of truck size and weight regulations, safety regulations, and current enforcement practices in the state; an overview of current practices by government agencies and by motor carriers regarding administrative procedures in the state; and current advances in information and transportation technology. The research proposed a strategic plan for Texas, which included the mission statement, long- and short-term goals and objectives, and the specific milestones, responsibilities, and funding opportunities for Texas.
