Abstract:

The report describes the process used to develop emissions estimates and an emissions index for use with the Texas Metropolitan Mobility Plan (TMMP) process. The index is only designed to make relative comparisons between various TMMP scenarios. The emissions are only estimated for six hours of the peak periods, and several simplifying assumptions are made during the process. These estimates do not replace the need for more detailed analysis of alternatives that are selected for more study nor are they intended to replicate or serve as emissions inventories for use in conformity determinations or state implementation plans (SIPs).
