Approved April 1, 1998

  1. The need for agency rules is determined by the Institute's Daily Management Team (DMT), although suggestions also may come from the TTI Leadership Team, which is comprised of all division heads, and center and unit directors.
  2. Once the rule has been drafted by the DMT, it is distributed to the Leadership Team for review and discussion with their employees. The results of these reviews are then provided to the DMT for their consideration.
  3. When the internal review of the rule is complete, it is approved by the Director, and sent to the System Office of Policy Development for subject and legal review.
  4. Once approved by the System, the new rule is promulgated and distributed to the Leadership Team, who are responsible for ensuring that all their employees are aware of the new rule. Each division/center has identified one individual to be responsible for System policy/regulation and TTI rule information. As the TTI intranet comes on-line, rules will be posted there, with links to the System Regulations website.
  5. Revision of existing agency rules will follow the same process: drafting by the DMT, internal review by the Leadership Team, System subject and legal review, final approval by the Director, and distribution. Recommendations for revisions may come from members of the Leadership Team or Administration (Director's Office, Human Resources, Business Office, etc.)
