The Texas Transportation Institute (TTI) expects staff to devote their time and talents on a full-time basis to their assigned duties and responsibilities. The Institute realizes that staff may have opportunities for outside employment. This rule outlines the requirements for professional non-faculty outside employment and the procedure for obtaining approval prior to conducting any outside work.

This rule is necessary to assure that professional outside employment is consistent with the policies of The Texas A&M University System (TAMUS) and the special requirements of TTI. This rule applies to all professional employment conducted outside normal business hours.

In keeping with The Texas A&M University System Policies, outside employment will be considered if the following conditions are met:

  • The proposed employment does not interfere with the individual's assigned duties and responsibilities at TTI.
  • The time and level of effort involved in the proposed employment is reasonable.
  • In conducting the proposed work, the researcher will act as an Individual, not as a representative of TTI or The Texas A&M University System.
  • The proposed project does not conflict with any present or future work being conducted by TTI or TAMUS, or with any of the Institute's sponsors.
  • The proposed project does not constitute unfair competition with private enterprises.
  • The proposed project will be conducted in accordance with the highest ethical standards.
  • The proposed project will be conducted at no expense to TTI or TAMUS. Other than incidental use of the telephone, incoming faxes, and incoming e-mails, no TTI owned equipment is to be used as part of professional outside employment unless written approval is received from the Director prior to using such equipment. Outgoing faxes and outgoing e-mails are not allowed because they are specifically identified with TTI and TAMUS. Individuals conducting professional outside employment must use their own computers for word processing, analysis, and other applications.
  • Leave of up to two days per month to conduct outside employment will be considered only when it does not conflict with TTI business. The individual agrees to make up the approved leave time of up to two days a month within the month the leave is taken. The individual will maintain records of work completed during non-business hours that are being used to compensate for outside employment leave during normal business hours. Those records may be required for audit purposes.
  • Any use of TTI support staff for word processing or other assistance on professional outside employment will occur during non-business hours and will comply with the incidental use of TTI and TAMUS equipment policies.
  • Reports and additional details of employment will be provided as requested.
  • The individual agrees to all of these conditions, and has read the System Administrative Policy and Reporting Manual B.4.3, NONFACULTY OUTSIDE EMPLOYMENT AND CONSULTING, and agrees to conduct outside employment in accordance with the provisions contained therein. This section of the Report Manual can be accessed through the section on outside employment on the TTI Intranet.
Procedures for Professional Outside Employment Request

TTI staff wishing to engage in outside employment related to their areas of expertise must have an approved Professional Outside Employment Request prior to starting any work. A Professional Outside Employment Request must be completed and approved for each project or job period. Requests for outside employment can be made at any time during the year, but approval from the Researcher's Program Manager, Division Head, Assistant Director, and Executive Associate Director must be received prior to the start of any work. Approved requests expire at the end of each Fiscal Year and must be resubmitted for approval.

Any staff requesting permission for outside employment should submit the appropriate forms, available from the Human Resources Office and on the TTI Intranet, to their Program Manager to initiate the approval process.

A copy of the approved form will be returned to the individual making the request, and a second copy will be sent to the Division. A Professional Outside Employment Request must be approved prior to any work or any request for professional outside employment leave time.
