Background

In February 1995, TTI implemented a flextime program on a trial basis. That program has been well received by both TTI staff and administration. This rule reflects the current TTI flextime plan, and was originally disseminated via memorandum. It was effective April 1, 1996. The Texas Transportation Institute is a professional transportation research organization. The continued success of the agency is based on its ability to procure and perform high quality research and to be responsive to current and potential sponsors. The flextime program is viewed as a means of enhancing the work environment at TTI and, thereby, improving the productivity of the Institute and employee morale.

  1. Full-time TTI staff are expected to work at least 40 hours of work per week.
  2. Job description and responsibilities will help define whether flextime is in the best interest of the employee and TTI.
  3. An employee will need to receive written permission from his/her immediate supervisor and division head/center director to participate in flextime.
  4. TTI offices will be adequately staffed during normal 8:00 a.m. to 5:00 p.m. office hours.
Flextime Options
  1. Employees, with written permission as described above, have the flexibility of working their eight (8) hour day between the hours of 6:00 a.m. and 7:00 p.m. Working all or part of the lunch hour is acceptable. Written permission for this option only needs to be received once. For example, an employee could receive indefinite approval to work his/her regular work hours between the hours of 6:00 a.m. and 3:00 p.m.
  2. Employees who work nights and/or weekends are eligible to be absent from the office during normal workdays for up to two half days (8 hours total) per month, assuming the employee averages at least 40 hours per week of TTI work. To take advantage of this flextime option, the employee will need written permission from his/her supervisor and/or division head/center director for each time this option is used. The request should indicate that "in accordance with the TTI flextime policy, I request permission to be absent from the office the (morning or afternoon) of date." An approval signature is required in advance of taking the flextime. The supervisor or division Head/Center director will retain a copy of the signed approval.
Flextime Management

The management of the flextime program is delegated to the division head/center director. They will assure that schedules are coordinated so that offices are adequately staffed during the normal 8:00 a.m. to 5:00 p.m office hours. Immediate supervisors and division heads/center directors will monitor employee and office productivity and have the authority to approve/disapprove or modify requests for flextime. The privilege of flextime for an employee can be terminated at any time by either the immediate supervisor or the division head/center director.
