1. GENERAL

The Texas Transportation Institute shall follow consistent hiring procedures that ensure equal employment opportunity for all applicants for budgeted positions, allow for uniform reporting procedures, and comply with System Policies and federal and state laws and regulations.

2. REQUIREMENTS

2.1 All budgeted vacancies below the level of Assistant Director (excluding those positions that require student status) will be listed with the TAMU Human Resources Department's Employment Office.

2.2 Applicants for a vacant budgeted position may apply through the TAMU Employment Office or directly to the hiring supervisor.

2.3 Offers of employment will be contingent upon (1) the hiring supervisor's compliance with employment policies and procedures and all applicable federal and state laws and regulations and (2) the applicant's meeting at least the minimum qualifications for the vacant position. Applicants for vacant budgeted positions will not be processed onto the TTI payroll unless proper hiring procedures are followed.

2.4 Any exceptions to this rule must be approved by the Agency Director or his designee.

3. RESPONSIBILITIES

The TTI Human Resources Department will develop, maintain, and issue detailed procedures, instructions, and guides to departments for use in the hiring process.

3.1 The TTI Human Resources Office is responsible for:

  1. assisting TTI divisions/groups in developing consistent, job-related selection procedures; listing vacancies; and identifying qualified applicants.
  2. ensuring that TTI hiring practices meet the requirements of all federal and state laws and regulations.
  3. informing TTI personnel of proper hiring.

3.2 TTI divisions/groups are responsible for:

  1. preparing and using position descriptions throughout the hiring process.
  2. developing and following consistent, job-related selection procedures.
  3. following TTI hiring procedures, listing vacant positions, and ensuring all applicants are considered.
  4. hiring qualified applicants based on the parameters established in a comprehensive Notice of Vacancy.
  5. retaining audit copies of applications, interview notes and allied forms and correspondence for each position listed for a period of two years.
