TTI and Nuevo León Logistics Cluster Formalize Partnership at Supply Chain Agility Workshop

On Thursday, Oct. 16, 2025, the Texas A&M Transportation Institute (TTI) and the Logistics Cluster of the State of Nuevo León signed a memorandum of understanding (MOU) to establish a strategic partnership focused on advancing binational collaboration in transportation, logistics and supply chain innovation.

The signing took place during TTI’s Supply Chain Agility Workshop, led by Senior Research Scientist Mario Monsreal. The event supported the goals of TTI’s Supply Chain Initiative, which was launched to assist and provide guidance to companies and organizations in navigating the growing complexity and disruption in global supply chains.

The agreement lays the groundwork for joint research, technology transfer and workforce training. As an initial step, TTI and the Logistics Cluster will conduct a Regional shoring impact analysis on binational infrastructure, develop a Binational Supply Chain and Logistics Technology Innovation Lab, and also launch a Binational Education and Training program in Logistics and Supply Chain to strengthen supply chain expertise across borders.

The workshop featured expert presentations from TTI, Harvard Kennedy School, the Inter-American Development Bank and Tecnológico de Monterrey. Topics included agile supply chains, the near/on/friend-shoring dilemma, and strategies for building resilience in uncertain environments.
Participants toured the Center for Infrastructure Renewal at the Texas A&M-RELLIS Campus, gaining firsthand insight into innovative materials, sustainable design and resilient construction methods that are shaping the future of infrastructure.

Global supply chains continue to face pressure from trade tensions, geopolitical risks and shifting economic conditions. These challenges have exposed the limitations of rigid, cost-oriented supply chain models and highlighted the need for flexibility and agility. The workshop provided attendees with tools, case studies and a structured decision-making framework to help organizations adapt, respond and seize new opportunities.

“This was the first event of its kind, and it made a real impact,” Monsreal said. “By bringing together binational stakeholders from industry, academia and government, we’re trying to lay the foundation for a more agile and resilient supply chain network. Collaboration like this is how we turn shared challenges into shared opportunities.”

The success of the Supply Chain Agility Workshop marked a milestone in fostering international collaboration and advancing practical solutions for modern supply chain challenges. It set the stage for future joint efforts to build a more adaptive and resilient logistics landscape across borders.
