Dr. Nicole Katsikides is a nationally recognized expert in transportation policy, planning, and performance management with specific expertise in freight. With over two and a half decades of public sector experience, she brings a unique blend of policy insight, operational knowledge, and strategic vision to the field of mobility analysis, especially in freight mobility and logistics.

Dr. Katsikides is currently Assistant Program Manager of the Mobility Analysis Program and a Senior Research Scientist at the Texas A&M Transportation Institute (TTI). Until recently, she was with the Federal Motor Carrier Safety Administration (FMCSA), where she led truck parking efforts for FMCSA, analyzed trucking mobility impacts due to extreme events, and managed safety research studies.

Her career spans leadership roles at the federal and state levels, including Deputy Director of Planning and Preliminary Engineering at the Maryland Department of Transportation State Highway Administration (MDOT SHA), and Freight Performance Program Manager at the Federal Highway Administration (FHWA). At FHWA, she was instrumental in designing the freight formula program that became the foundation for the FAST Act’s freight provisions. She also contributed to the development of national freight fluidity analysis to understand freight mobility through work with TTI and other partners. Earlier in her career, Dr. Katsikides served as MDOT’s Director of Freight and Multimodalism, overseeing freight and rail initiatives, and she held positions in economic development and logistics with the Georgia Department of Community Affairs and the United States Air Force.

Dr. Katsikides served on multiple Transportation Research Board (TRB) committees, including Freight Planning and Logistics, Truck Industry Research, and the Freight Fluidity Task Force. She contributes to national research through NCHRP panels and advisory boards, including the Freight Mobility Research Institute at Florida Atlantic University and the Transportation, Distribution, and Maritime Logistics Program at the Community College of Baltimore County, where she also teaches freight and logistics courses as adjunct faculty. She holds a Ph.D. from the University of Maryland Baltimore County, a master’s in policy analysis from the Johns Hopkins University, and a bachelor’s degree from the University of Notre Dame of Maryland. She is also working on a second master's in geospatial science at Texas A&M University.
