Jeffery (Jeff) Warner is a Research Scientist and the Program Manager of the Multimodal Freight Program at the Texas A&M Transportation Institute (TTI). He has over 25 years of experience at TTI working on a variety of freight, truck parking, connected and autonomous vehicle, freight and passenger railroad, highway-rail grade crossing, hazardous materials, and intermodal-related planning and policy projects.

He is leading or co-leading projects with the TxDOT Rail Division focused on multiple grade crossing, rail safety, and freight and passenger rail planning project activities and the TxDOT Freight Planning Branch to operate a truck parking test bed and investigate oversize and overweight shipments in Texas. Additionally, Mr. Warner is Principal Investigator on a project for the National Cooperative Research Program (NCHRP) developing guidance for evaluating the safety performance of shared railway-highway interfaces.

Past projects include performing a corridor-based truck-to-rail modal diversion analysis; evaluating the potential impacts of automated trucks and truck platooning on Texas highway infrastructure; comparing freight movement costs between rail, waterways, and trucks along the McClellan-Kerr Arkansas River Navigation System (MKARNS); examining the impact of e-commerce on the transportation system; and analyzing air cargo activity and landside freight access to airports in Texas.

Mr. Warner is a member of the TRB Standing Committee on Rail Safety Management Systems (AR016) and the Institute of Transportation Engineers (ITE). He holds Bachelor of Science (1997) and Master of Engineering (2001) degrees in Civil Engineering from Texas A&M University.
