Dr. Bill Eisele brings more than three decades of experience in transportation research leadership, freight and transportation systems analysis, performance measurement, applied research methods, stakeholder engagement, and decision-support tools for public- and private-sector clients. He is widely recognized for his expertise in mobility analysis, freight mobility, urban freight transportation, access management, and transportation performance measurement. Over the course of nearly 32 years, Dr. Eisele has led and contributed to research efforts for a diverse range of government agencies, transportation organizations, and industry sponsors.

Dr. Eisele serves as Associate Agency Director and Research Group Lead for TTI's Planning Group, where he provides strategic leadership for five divisions: Mobility; Data Science and Visualization; Policy Analysis; Freight and Trade; and Metropolitan and Statewide Planning. In this role, he oversees multidisciplinary teams dedicated to developing practical, data-driven solutions that help sponsors address complex transportation challenges and improve system performance.

He currently leads the multi-year TxDOT interagency contract, "Freight Planning Branch Support Activities," through which he and his team provide technical expertise and support across a variety of initiatives aimed at improving freight mobility throughout Texas. Dr. Eisele is also a co-author of TTI's Urban Mobility Report, a nationally recognized publication that tracks mobility trends and performance measures for metropolitan areas across the United States. Earlier in his career, he led a Federal Highway Administration (FHWA) pooled-fund study involving 18 state departments of transportation, the District of Columbia Department of Transportation, and FHWA focused on urban mobility challenges and solutions.

An active contributor to the Transportation Research Board (TRB) throughout his career, Dr. Eisele currently serves on the Freight Economics and Supply Chains Committee. Previously, he chaired the Freight Systems Group, providing leadership to the Technical Advisory Council for TRB's eight Freight Systems Committees. Prior to that role, he served two terms as Chair of the Urban Freight Transportation Committee. Dr. Eisele is a registered Professional Engineer in Texas and Michigan and holds Project Management Professional (PMP) certification. In recognition of his service and leadership, he received the Texas A&M University System Regents Fellow Service Award for 2022-2023.

Dr. Eisele is also a member of the Graduate Faculty at Texas A&M University and serves as an Instructional Professor in the Department of Landscape Architecture and Urban Planning (LAUP), where he teaches a hands-on capstone transportation planning studio course.

Committed to advancing the transportation profession through knowledge sharing and outreach, Dr. Eisele actively communicates practical research findings to professional, academic, and public audiences. He has authored or co-authored more than 100 publications and has served as an instructor or presenter for more than 400 professional development activities, including webinars, workshops, conferences, and university courses.
