Mr. Montoya is a Software Applications Developer with the Research and Implementation Program at the Texas A&M Transportation Institute. With 29 years of full stack development experience, he has spent the past decade as the lead developer on numerous transit and safety-related projects. He holds BBA emphasizing Computer Information Systems and is a subject matter expert in iOS/Android native app development, UI/UX design, and web application development.

Prior to joining the Texas A&M Transportation Institute, Mr. Montoya worked with several prominent tech and health companies, ranging from small to Fortune 500 corporations. During this time, he honed his skills in full stack development, database management, and system architecture. His diverse background includes developing enterprise solutions, e-commerce platforms, and bespoke applications tailored to client needs.
