Mr. Moritz is a seasoned transportation and logistics professional with over three decades of transportation experience in freight planning, infrastructure analysis, and regulatory policy, with a specialized focus on Oversize/Overweight (OS/OW) transportation, short line rail, and military logistics. Proven ability to lead complex research, manage stakeholder collaboration, and implement technology solutions to enhance safety and efficiency.
Tony possesses extensive experience in the Oversize/Overweight (OS/OW) sector, with a primary focus on Texas and national trends. He led comprehensive research into OS/OW truck parking, conducting interviews with key stakeholders, surveying industry, and analyzing permit data to address operational and infrastructure challenges. Mr. Moritz contributed to major reports on OS/OW parking needs, safety concerns, and policy recommendations, emphasizing issues like parking constraints, design gaps in facilities, and the need for real-time information systems. This work involved designing and deploying advanced Truck Parking Information Systems (TPIS) in multiple counties, utilizing technologies such as camera-based analytics and Lidar to achieve improved accuracy. He managed the full lifecycle of these systems, from installation and maintenance to data analysis and dissemination to drivers via message signs and ELD applications.
Additionally, Mr. Moritz directed a statewide research initiative on the Texas Short Line and Regional Railroad (SLRR) network, producing a foundational directory of all operators and conducting an in-depth analysis of the railcar storage market. This effort involved quantifying statewide storage capacity, developing detailed financial models to assess the viability of infrastructure improvements, and documenting the complete cost and pricing structure of the storage market. He engaged directly with industry leaders and the Texas Short Line Railroad Association to analyze market trends, including the significant growth of non-regulated facilities along the Gulf Coast.
Prior to this, Mr. Moritz served as a Senior Consultant supporting the U.S. Transportation Command (USTRANSCOM), where he worked to improve Department of Defense access to commercial rail, truck, and strategic seaport capacity during deployments and contingency operations. As a U.S. Army officer, he led a joint-service team responsible for long-range plans, programs, and policy for DoD’s strategic surface transportation capabilities and managed inspection requirements for a global network of military-use seaports.
Mr. Moritz holds a Master of Science in General Administration from Central Michigan University and a Bachelor of Science in Engineering Technology from Texas A&M University.
