Short Biography
Haylee Yung currently serves as CARTEEH's Assistant Director of Administration and is responsible for the oversight of all University Transport Center administrative duties. She assists researchers by executing the pre-award administrative and post-award functions associated with the UTCs by acting as the liaison for developing proposals/RFP competitions, negotiating contracts, and award acceptance to provide post-award project administration for projects directly associated with the UTC program. She oversees the daily operations of federally funded university transportation centers; manages all financial and administrative aspects including oversight of subcontractors, proposal preparation, writing and submitting progress reports, monitoring budgets, preparing IRB applications, and reviewing time and effort certifications prior to their approval by the Center director. Acts as the fiscal representative to partner institutions, within the agency, and with Sponsored Research Services.
Mrs. Yung received her B.A. from Sam Houston State University. Mrs. Yung has experience overseeing projects for a wide variety of sponsors in the federal, state, and private sectors. She is skilled in interpreting proposal and project requirements, identifying the root of issues, and working with others to find a solution. She serves as the liaison for the University Transport Centers Research Program. She has participated in teams to develop research administration and financial management standard operating procedures for the UTC program.
