Short Biography

Charles serves as the Pavement Management Program Manager in TTI's Materials & Pavements Division. Charles also serves as the Deputy Director for the Center for Infrastructure Renewal (CIR). His research interests are in infrastructure and asset management, pavement forensics, non-destructive testing, roadway rehabilitation techniques, and heavy highway construction.

Charles came to TTI in 2014, after nearly a decade of roadway industry experience, most of which was gained with the Texas Department of Transportation (TxDOT). Charles' final position at TxDOT was the Longview Area Engineer (AE) in the Tyler District. 

Charles earned his BS, MS, and Ph.D. in Civil Engineering from Texas A&M University. He is a Registered Professional Engineer in Texas and Missouri.
