Dr. Borowiec is a Senior Research Scientist with TTI’s Infrastructure Investment Analysis Program in College Station, Texas where he also serves as the Aviation Practice Leader. He has more than 25 years of experience in a variety of areas that primarily include airport planning and research, aviation education, high-speed rail planning and research, airport land use compatibility, air cargo analysis, travel demand modeling, and air quality analysis. He currently works in TTI’s Infrastructure Investment Analysis Program where he leads aviation and transportation policy related research. He is currently actively involved in projects with the Texas Department of Transportation’s Aviation Division and their Research and Technology Implementation Program in support of their airport system planning activities. He has been very active in both TRB and ACRP activities for more than 20 years. He currently serves at Chair of the TRB Standing Committee on Aviation System Planning and as a Handling Editor for the Transportation Research Record: Journal of the Transportation Research Board.
In his work supporting TxDOT Aviation Division’s continuous planning program, he has visited more than 220 airports in the Texas Airport System Plan. He works closely with the Aviation Division’s Planning and Programming staff in conducting technical analyses related to the Texas Airport System. He is also currently leading aviation-related research projects for TxDOT’s Research and Technology Implementation Division. He has also conducted organizational customer service assessments for the Aviation Division. Since 2006 he has served as program chair for the annual Texas Aviation Conference and Executive Editor of the Aviation Division’s full-color, quarterly publication, Wingtips. He has also been the lead contributor to the Aviation in Texas of the Texas Almanac for 20 years.
Dr. Borowiec is an instrument-rated private pilot and holds a Bachelor of Science degree in aeronautical management technology from Arizona State University and a Master of Public Administration with an option in public works management from California State University, Long Beach. In addition, he has a Ph.D. in Urban and Regional Science, with a specialization in transportation/aviation, from Texas A&M University.
