Abstract:

This Technical Note documents the methods used to develop the Beaumont?Port Arthur ozone nonattainment area (Jefferson, Orange, and Hardin counties) on?road mobile source periodic emissions inventories (PEI) as required by the 1990 Federal Clean Air Act Amendments (CAAA). States must develop PEIs for nonattainment areas at three?year intervals, until attainment, following the initial submittal of a base?year inventory. The main purpose of these inventories is for tracking the progress of actual reductions in ozone?forming precursor emissions relative to projected rate?of?progress levels. Additionally, these inventories may be submitted to the Environmental Protection Agency (EPA) as a portion of the EPA's 1999 National Emissions Inventory. This Beaumont?Port Arthur1999 PEI analysis includes both daily and annual emissions estimates for volatile organic compounds (VOC), carbon monoxide (CO), and oxides of nitrogen (NOx). Daily emissions are estimated for a typical ozone season weekday. Documented within, are the methods relating to calculating inventory elements including Jefferson, Orange, Hardin Regional Transportation Study (JOHRTS) travel demand model (TDM) link?based vehicle miles traveled (VMT), time periods, Highway Performance Monitoring System (HPMS) consistency and seasonal day?of?week VMT adjustments, VMT mix, speeds, emissions factors, annualization factors, and the emissions estimates.
