Abstract:
PASSER IV is a program for timing traffic signals in networks based on progression bandwidth optimization. It can optimize signal timings for arterials as well as multi-arterial closed-loop networks. PASSER IV is the only practical bandwidth-based signal timing optimization for multi-arterial closed-loop networks. This manual is a step-by-step training guide for teaching the use of PASSER IV for timing traffic signals. A computer diskette containing data sets for use in future training courses accompanies this manual. The material presented in this manual was prepared to teach a two-day pilot training course to a selected group of TxDOT employees and contains suggestions provided by the course participants. The pilot course was taught at TxDOT facilities in Austin, Texas. Based on the success of the pilot course, the researchers recommend that this course be taught to a wider audience of TxDOT employees as well as other engineers whose job function requires timing of traffic signals in their respective jurisdictions.
