Abstract:
The researchers divided this summary report into three sections. The first section is a basic introduction to HOV lanes, including what they are, how they work, and typical reasons for considering HOV lanes. The second section discusses the question of: "Is this type of improvement the right thing to do?" That discussion describes the findings of the Texas research on some of the key questions that are typically asked when a community is considering an HOV lane. The final section of the report deals with how to know if an operating HOV Lane is meeting expectations. It identifies measurable objectives and constraint; that will provide important ongoing evaluation and feedback.
