Abstract:
The project consistency management (PCM) workshop was intended to help TxDOT and Texas MPO staff minimize unintended delays caused by inconsistencies with planning documents. This was achieved by providing an overview of the project consistency concept in the context of project development, review of the common contributing factors and key parameters, and a set of procedures and best practices that complement the participants' routine tasks during the project development process. The PCM process has two major steps: prevention and detection, both of which are crucial to ensuring project consistency throughout the project development process.
The training focused specifically on project consistency with planning documents to facilitate required federal actions on transportation projects. Significant delays in project delivery can potentially occur, as the federal funding will be withheld for such projects and FHWA/FTA will not authorize their construction until the inconsistencies are fully addressed. Evolving projects, inconsistency in regulatory processes, communication breakdown, and complexity of funding scenarios are identified as the major contributing factors for project inconsistencies.
