Policy Implications of Transportation Network Companies

Abstract:
This report is designed to help Texas policy makers navigate the evolving policy considerations presented by the rising popularity -- and accompanying controversy -- of transportation network companies (TNCs). It reviews legislation pasSed in 35 state equivalents intended to protect public safety and regulate TNC operations. These laws address policy areas including permits and fees, insurance and financial responsibility, driver and vehicle requirements, operational requirements, passenger protections, data reporting, and regulatory and rule-making authority. The report also reviews municipal TNC ordinances enacted in Texas cities.
