Effectiveness of the Reimbursable Fee Agreement Between the City of El Paso and U.S. Customs and Border Protection

Abstract:

This report presents the findings of the Center for International Intelligent Transportation Research (CIITR) research project that focused on the first-ever public-private partnership (P3) between the City of El Paso and the U.S. Customs and Border Protection (CBP) concerning border crossings. According to findings presented in the report, the City apparently is using the expertise form lessons learned with its CBP partners to fine-tune the scheduling of additional CBP officers to reduce border waiting time and speed up cross-border traffic. El Paso has extended its agreement with CBP and is sharing the lessons learned with other ports of entry in the United States and Mexico. The report further shares that this P3 is working as designed and is providing economic benefit, and has also encouraged the establishment of closer working relationships with CBP.
