Abstract:

Passenger vehicles commuting daily through the El Paso-Ciudad Juarez ports of entry (POEs) have always experienced long queues and prolonged crossing times, with vehicle delays reaching between 2-3 hours. Among the POEs, the Bridge of the Americas (BOTA) does not charge fees on passenger vehicles. Consequently, BOTA has the highest crossing delay time and, in many ways, this delay time has a real economic cost on both commuters and businesses across the border. This report quantifies the monetary impact on the BOTA northbound traffic based on the number of open inspection lanes.
