Road User Cost Analysis: US 59 Eastex Freeway-Chartres Street Elevated (CSJ 0177-11-085)

Abstract:
Construction plans are being developed for the Chartres Elevted section of the uS 59 Eastex Freeway between Franklin and Clay. The project, which includes replacement of the entire bridge deck, is currently scheduled for an August 1995 letting.|although the public will benefit form the final improvements, motoristswill experience addtional delays thrououth the duratin or the construction. TxDOT has requested that the Texas Transporttin Insititue (TTI) complete a road usere cost analysis for the project. The road user cost anlaysis compares existing traffic conditions with those predicted during the construction activities. After the additional delay due to the roadway construciton is dtermined, the current valueof time is applied to the delay increase and a monetary cost to the public is caluculated. This "Cost" can then be useed as guidelines for dterming liquidate damage sots to be placed on the selected contractor for milestone completins as required.|During the past several years, TTi has prepard similar user cost studies for various toadway contruction projects within the Houston District. A previous effort included user cost estimates for upgrading the US 259 Eastex Freeway between the I-10 East Freeway and Christie Street.
