Road User Cost Analysis: U.S. 59 Eastex - Christie to Kelley

Abstract:
Plans have been produced for improvements on a portion of the U.S. 59 Eastex Freeway from Christie Street to Kelley Street (CSJ 0177-11-105) and a small section of the I-610 interchange (CSJ 0271-14-180). This $34.675 million project provides for reconstruction of 1.044 mile section of the U.S. 59 mainlanes, frontage roads, and direct connectors to the south of I-610 North Loop.|Although the public will benefit from the final improvements, motorists will experience additional delays throughout some phases of the construction. The Texas Department of Transportation (TxDOT) has requested that the Texas Transportation Institute (TTI) complete a road user cost analysis for each of the eight phases of the project. The road user cost analysis compares existing traffic conditions with those predicted during the construction activities. After the additional delay is determined, the current value of time is applied to the delay increase and a monetary cost to the public is calculated. This "cost can then be used as guidelines for determining liquidated damage costs to be placed on the selected contractor for milestone completions as required.
