Abstract:
Transportation professionals in growing small- to medium-sized communities (SMSCs) struggle with congestion issues. SMSCs are defined as communities with a population less than 200,000. Congestion in these communities is often highest along state or U.S. highways that also serve significant amounts of local travel. This product is a guidebook that directs the reader through a framework for mobility monitoring where each step of the framework is presented as its own section of the guidebook. The guidebook provides technical guidance that allows the reader to measure mobility changes in a community so agencies can communicate performance effectively and implement needed improvements before small problems can become large-scale congestion problems. The guidebook provides a user-friendly step-by-step process for public- and private-sector transportation professionals to implement a mobility-monitoring program in their communities. The guidebook pocket includes a 12-page guide for nontechnical audiences, a reference page highlighting the steps of the framework, and a tri-fold brochure for outreach to the general public. In addition, the guidebook includes a CD that provides an interactive case study, PDFs of all the materials generated by the project, PowerPoint® slides describing the project to a technical and non-technical audience, and links to additional resources.
