Abstract
Many urban freeways are experiencing congestion and other operational problems. Some freeways are already inadequate after having been in existence for only a fraction of their design life. A study of anticipated growth in population shows that the need for more traffic facilities will continue. The challenge facing highway and traffic engineers can be divided into two phases: (a) improving design of new freeways; and (b) making the best use of existing facilities.|This appears to divide the problem into the two categories of design and operation. The prevailing concept that design is the responsibility of the highway or design engineer and that operation is the responsibility of the traffic engineer is probably the cause of many freeway problems and errors. Cooperation between highway or design engineers and traffic engineers is imperative so that traffic operation is a consideration in highway design.|This paper discusses traffic operation considerations including peak flow problems, operational control, on-ramp control, network or system operation, and balanced design.
