Short Biography

Ginger Goodin is Program Manager and Senior Research Engineer in TTI's Austin Office. Her areas of expertise include the research, evaluation and implementation of managed lanes, HOT lanes, HOV facilities, and toll facilities. Ms. Goodin is also TTI's lead researcher on the subject of mileage-based road user fees.

Ms. Goodin was co-supervisor of TxDOT's comprehensive multi-year research project "Operating Freeways with Managed Lanes," which was named one of TxDOT's Top Research Innovations of 2005. In this capacity she provided technical leadership for the research project with a focus on applied research directed toward effective managed lane project implementation. She recently completed a TxDOT-sponsored study to explore the tradeoffs associated with providing carpool preferences in managed lanes.

Ms. Goodin chairs the Transportation Research Board (TRB) Committee on HOV, HOT and Managed Lanes. She is considered a national expert in HOT and managed lanes and supports FHWA with broad implementation in this emerging area. Ms. Goodin has both led and participated on several research teams that have conducted federally-funded congestion pricing studies in Texas, including those associated with managed lanes in Houston, San Antonio, and Austin. She has specific expertise in assessing and improving HOT lane compliance by strengthening enforcement during HOT lane operations. She served as research supervisor for two of the HOV Pooled Fund Study (PFS) research projects related to HOV/HOT enforcement: a national handbook on HOV enforcement and a white paper that explores advanced technologies for HOV/HOT vehicle occupancy verification.

In addition to her research associated with urban freeway congestion and special use lanes, Ms. Goodin has been involved in a variety of research activities in the Northeast Texas region associated with rural and small urban community implications of tolling and innovative transportation financing options.

Ms. Goodin has led Texas research in the emerging area of mileage and VMT-based revenue generating mechanisms since 2007. She supervised the study Feasibility of Mileage-Based User Fees: Application in Rural/Small Urban Areas of Northeast Texas that examines public attitudes and perceptions of mileage-based user fees. She is currently leading a study exploring the alternative technology solutions for potential implementation of a VMT fee pilot project in Texas. She chairs the first national Symposium on Mileage-Based User Fees scheduled for April 14-15, 2009 in Austin, Texas. The symposium will bring together professionals from the U.S. and Europe to present results of VMT fee field pilots and European implementation projects and to help frame a potential implementation path for mileage-based fees.
