Short Biography

Dr. Aldrete has over twelve years of experience in transportation consulting and research covering the analysis, review, and implementation of infrastructure programs and technical assistance projects in all transport modes. His international experience assisting governments and the private sector in the United States, Eastern Europe, Asia, Latin America, and Africa, includes the economic and financial evaluation of infrastructure investments, transport sector restructuring efforts, and the development of private sector participation (PSP) strategies. He has led numerous assignments including: conducting infrastructure investment appraisal studies, developing business and organization strategies, as well as managing technical assistance and research and implementation programs involving international trade and transport facilitation.

Prior to joining TTI, Dr. Aldrete worked for eight years for Booz Allen Hamilton, a global strategy and technology consulting firm, where he worked in and managed numerous transportation assignments around the world. Some of his most relevant international assignments include: the design and development of BIDFacility (now PEP-Southeast Europe Infrastructure), a project development facility sponsored by the International Finance Corporation (IFC) and USAID aimed at developing investment grade projects to facilitate private sector participation in water, transport and energy infrastructure projects in Southeast Europe; the restructuring of the Jakarta Outer Ring Road concession in Indonesia; evaluating PSP options in the Colombian airport network; the privatization of Cape Verde's national ports; and the financial evaluation and concession model for Lima's Bus Rapid Transit system in Peru.
