David Salgado is the Manager of the International Trade and Border Transportation Program (ITBT) at the Texas A&M Transportation Institute (TTI). With over 15 years of experience in the transportation sector, Dr. Salgado leads innovative projects that address complex transportation challenges for public agencies and private sponsors at both national and international levels. His work focuses on advancing cutting-edge solutions to improve cross-border efficiency, enhance transportation safety, and operations, supporting the seamless movement of goods and people.

Over the past decade, Dr. Salgado has developed data-driven solutions for municipalities in Texas and Departments of Transportation (DOTs) across multiple states, including Texas (TxDOT), Arizona (ADOT), New Mexico (NMDOT), and California (Caltrans). At the federal level, he has contributed to high-impact projects for the U.S. Department of Transportation (USDOT) and the Federal Highway Administration (FHWA). Internationally, his work includes projects sponsored by the Spanish Ministry of Transportation, as well as major multilateral institutions like the North American Development Bank, the World Bank, the Inter-American Development Bank, and the Asian Development Bank.

Dr. Salgado specializes in leveraging state-of-the-art technologies, advanced data analytics, and cutting-edge visualization tools to transform raw data into actionable insights tailored to the needs of stakeholders and decision-makers. His expertise spans transportation planning and operations, Intelligent Transportation Systems (ITS), international trade, and border transportation.

Before joining TTI, Dr. Salgado worked at Fomento de Construcciones y Contratas (FCC), a leading multinational construction company in Spain. During his tenure, he contributed to the development of sustainability indicators for civil engineering projects as part of a pioneering initiative by the International Organization for Standardization (ISO), helping to set global benchmarks for sustainable infrastructure.
