John Speed PE is a
TTI Research Engineer in the Interdisciplinary Analysis Group. John’s current research focuses on topics relating to risk-based analysis, economics and infrastructure investment, and oversized and energy sector freight. His 40-year career encompasses over 23 years in public sector roles that include engineering design and planning, engineering research, Executive Director of the Texas Board of Professional Engineers and Odessa District Engineer for Texas Department of Transportation (TxDOT). With TxDOT he managed a construction volume reaching $800M and a 10-year project design pipeline exceeding $5B. During 17 years as a consultant, he delivered planning, design, and construction for transportation infrastructure projects nominally valued at over $7B, primarily through alternative delivery methods including design-build (DB) and public-private partnerships (P3). In 1993, he created TxDOT’s first professional development programs for engineers. He has authored articles and papers on topics including freight operations, oversized/overweight vehicles, infrastructure investments, and professional ethics.
