Short Biography

At the CIITR he oversees a research and implementation program focused on international border transportation planning and operations, trade facilitation and air quality. As Regional Manager, he oversees TTI's research and implementation program offices in San Antonio and El Paso, serving US federal, state and local transportation agencies, and manages a number of international technical assistance projects. He has worked extensively for multilateral development banks, international development agencies, government transportation agencies, and private clients in more than 20 countries worldwide. Prior to joining TTI, he worked for eight years at Booz Allen Hamilton, the global strategy and technology consulting firm. His experience in innovative finance includes supporting over $3.1 billion worth of PPP international transportation infrastructure transactions, and assisting Texas local agencies in the implementation of value capture-based financing for transportation infrastructure. He has also been responsible for the development of innovative financing research products such a framework to value public sector's risk exposure in PPPs, a feasibility evaluation model for PPP toll highways, and a set of planning tools for local agencies to assess transportation infrastructure value-capture potential.
