Mr. Harry J. Romano II is an Associate Research Scientist in the Texas A&M University Transportation Institute (TTI) Freight Analysis Program.  He has over twenty-seven years of experience in transportation planning, program management, grants management, contract administration, research, and analysis with TTI, the Maryland Department of Transportation (MDOT) Office of Rail and Intermodal Freight, and the Maryland Transit Administration (MTA) Office of Planning and Programming.
 
Since joining TTI in July 2022, Mr. Romano has focused on supporting freight planning and program management activities for State agencies, including truck parking studies and activities, updates to Critical Urban and Rural Freight corridors as provided by the IIJA, and a state DOT grant application effort to secure funding to support a rail safety planning project.  Efforts also include research activities to support studies related to the short line railroad industry and highway-rail grade crossing safety.  While employed by MDOT, Mr. Romano managed the MTA Freight rail program, including the multi-year capital budget, contract development and oversight, regulatory concerns, property management, highway-rail grade crossing and bridge inspection and maintenance as provided by FRA, project management and oversight of engineering projects to sustain state-owned freight rail assets in support of operation by a private contractor to support economic activity and development in rural Maryland.  Prior to this role, he served as a Project Planner for MTA with a focus on commuter rail planning efforts and managing preliminary engineering and NEPA activities for capital projects to support MTA’s commuter rail service.
 
Mr. Romano received a B.A. in History from Salisbury University and an M.A. in Transportation from Morgan State University.
