The Transportation Operations Group conducts research, transfers technology and educates future leaders of the transportation profession. Our vision is to be recognized as a premier group in transportation system operations research.

Operations Divisions


Transportation Operations and Roadway Safety

The Operations and Design Division has an active program of research in the traditional and innovative areas of traffic engineering. This division has a long history of producing valuable and implementable research results that advance the state-of-the-art and provide practitioners with the type of information they need to improve many aspects of the transportation system.

System Operations and Technologies

The System Reliability Division, as part of the Transportation Operations Group at TTI, conducts a wide variety of activities in the advanced areas of transportation engineering. The core research areas for the System Management Division are corridor management, applications integration, technology development, Intelligent Transportation Systems (ITS), system monitoring, and interoperability testing and assessment.

Research and Implementation

The Research and Implementation Division assists local agencies and organizations through technology transfer and through the implementation and evaluation of advanced technologies in the urban transportation environment. Areas of research and implementation activities include highways, freight rail, transit (bus and rail), air, and ports & waterways.

San Antonio and El Paso Region

The San Antonio and El Paso Region supports local, state, federal, and international agencies through applied research, technology transfer and implementation of innovative transportation solutions. With decades of collaboration across South Texas and the border region, TTI researchers focus on planning, operations, safety, ITS, traffic management, utility engineering, transportation finance, energy development, modeling and asset management. The team maintains strong partnerships, including with the El Paso Metropolitan Planning Organization, and contributes to national and international efforts to address complex mobility and infrastructure challenges.

Rafael Aldrete

Operations group

Rafael leads TTI’s Operations Research Group, overseeing the Transportation Operations and Roadway Safety Division, the System Operations and Technologies Division, and the Research and Implementation Division. He also directs the Center for International Intelligent Transportation Research, which conducts research to enhance cross-border transportation efficiency and implement technological solutions at the U.S.–Mexico border.

  • Chairs the World Road Association’s Committee on Financing and Procurement and serves on TxDOT’s Border Trade Advisory Committee.
  • Recipient of the Texas A&M System Regents Fellow Service Award.
  • Holds a Ph.D. and Master of Science in civil engineering from The University of Texas at Austin.
