Robert has 30 years of experience in traffic engineering, project management, and personnel supervision experience.  Over the past 20 years, he has led major projects including:

  • acting as the agency lead in major Federal and regional projects,
  • coordination with university research programs and co-authoring published papers,
  • project manager for many local traffic signal design, construction, communications, and timing projects,
  • project manager for 5 traffic management center installations,
  • Agency lead in regional projects, including the Federal Integrated Corridor Management Project in Dallas, the design and procurement of an advanced ATC signal controller for regional use, regional coordination on implementation of Flashing Yellow Arrow operation, the DART bus network redesign, Collin County Passenger Rail and Transit Designs, and the Legacy Area Transportation Management Association.
  • Coordination with university research programs, including co-authoring published papers, for deploying an advanced distributed agent adaptive traffic signal control system, as well as development, field testing, and implementation of Wifi/Bluetooth tracking for traffic congestion and flow monitoring.
  • Project manager for several Federal and regionally funded local projects, including traffic signal retiming, traffic signal rebuilds, traffic signal controller upgrades, several wide area communications projects, and traffic signal battery backup deployment.
  • Design and implementation of five complete Traffic Management Center rebuilds and upgrades.
  • Specification writing and procurement for over 20 major components, including an enhanced TS2 signal cabinet, an ATC controller, other traffic signal components, traffic signs, and pavement marking materials and installation.
  • Close coordination with several vendors on the development and enhancement of product lines to better serve the industry, including a remote programmable school flasher system, a video detection system, and Wifi/Bluetooth traffic congestion and flow monitoring.
  • Supervision, design, and implementation of traffic control for major Special Events.
  • Traffic signal design and construction for over 40 intersections.
  • Traffic signal timing, from spot emergency retiming during incident related congestion to several full network retiming projects of as many as 100 signals at a time.
  • Design, review, and implementation of numerous pavement marking and signing projects.
  • Design and implementation of neighborhood traffic calming and mobility enhancement, including speed humps and bicycle lanes.
  • Traffic signal system and controller upgrades from TS1 to TS2 and to ATC controllers, as well as extensive experience with 170 controllers.
  • Design and implementation of citywide railroad quiet zones.

Robert is a member of the National Committee on Uniform Traffic Controls, serving on the Traffic Signal Technical Committee, as well as the Research Committee, the Connected Automated Vehicle Joint Task Force, and the Rules of the Road Joint Task Force.  Robert is registered as both a Professional Engineer (PE) in Texas and a Professional Traffic Operations Engineer (PTOE).

Robert also serves at the Chairman of the TexITE District ITE Student Chapter Relations Committee.
